Workstream 2: Improving payroll practices

Widespread non-compliance with the Holidays Act 2003 within government required significant upgrades to payroll systems. Learn about how payroll practitioners were supported to improve payroll practices.

Workstream 2 was completed in 2021.


There was widespread non-compliance with the Holidays Act 2003 within government and this often required significant upgrades to payroll systems. 

Non-compliance was driven by several factors, including:

  • difficulties interpreting the Holidays Act 2003
  • problems aligning variable work patterns
  • complex employment agreements with the Holidays Act 2003.

The programme team supported payroll practitioners to improve payroll practices.

Who and what were involved

The GCDO collated and facilitated consistent application of calculations and other related payroll and employee terms via the All-of-Government Payroll Working Group.

These good practices informed the approach taken by agencies in their payroll and the approach taken by the programme for all-of-government contracts with payroll providers.

The programme team:

  • coordinated with other government agencies regarding payroll-affected policies or legislation
  • facilitated the Payroll Working Group
  • promoted consistency in government payroll practice.


The deliverables from this workstream included:

  • facilitation of agency wide payroll focus groups
  • documentation of payroll related discussions and common approach.

Agencies can use these tools as part of their selection and implementation of payroll systems.
