Changes to service modernisation across government

The second version of the Service Modernisation Roadmap was published in November 2025. Since then, Cabinet has approved the Digital Government Target State.

The Target State sets the All-of-Government direction for digital that includes:

• digital strategy
• architecture
• investment
• procurement
• service delivery.

AI will become increasingly important in all aspects of Target State delivery.

To deliver the Target State, the Government Digital Delivery Agency (GDDA) is working with government departments on a 3-year work programme to establish and develop Target State foundations.

With the public service now focused on the Digital Government Target State, the Service Modernisation Roadmap is no longer needed.

Modernising the government’s digital services will continue through the Digital Government Target State work.

What the Service Modernisation Roadmap achieved

The purpose of the Service Modernisation Roadmap was to show the public service’s work to progress towards a better, more unified service experience for New Zealanders.

The second Roadmap built on the successes of the first and focused on delivering the Government Chief Digital Officer’s (GCDO) priorities for service modernisation:

• Building the digital identity ecosystem
• Developing an All-of-Government app
• A new approach to back-office transformation
• A new approach to digitising government.

Across both versions, government agencies laid key customer-facing and technical foundations and improved alignment of digital investment. Almost all initiatives delivered, or are expected to deliver, value beyond the agencies leading the work.

The Roadmap also helped agencies learn from each other, build on successful work and collaborate on shared priorities.
